Do you have implicit NAT rules within your policy?
If so: have you generated the .fwdoc with yesterday's 0.8.8 version of
fw1r55_to_fwdoc? Older versions suffer from a typo in the output. 

I guess what you see as "output" is not an output but an error message.
Please try

 	cat policy.fwdoc \
 		| /home/python25/bin/python fwdoc_to_html.py \
 		> policy.htm \
		2> log.txt
		
and look at log.txt
It probably starts with an error message before dumping the data.

If you have not used the new fw1r55_to_fwdoc version please do so.
