This is, like, my fourth reply to myself.  Sorry.

When I realized the script fault is in a *Perl* script rather than one
of the Python scripts, it emboldened me to go try to find the bug.

I believe that changing lines 1428 and 1497 of fw1r55_to_fwdoc.pl from

            $scomma='';

to

            $scomma=',';

fixes the bug.
